SREB States Lead the Way:
Getting Children Ready for the First Grade

| SREB states have made
progress in getting more children ready for first grade. The region has
been a leader in providing state-funded prekindergarten programs to serve
at-risk children and in making sure young children receive all recommended
immunizations. Even so, there still is work to be done. This report, part
of the Educational Benchmarks 2000 Series,
looks at how far SREB states have come, describes efforts that SREB states
are making, shares examples of successful programs and offers guidelines
that state leaders can use in determining where to go from here.

In
this report,
North
Carolina
’s
Smart Start program is treated as a state preschool program, even though
it operates quite differently from other state preschool programs. A
recent court decision in
North
Carolina
raises serious questions about whether Smart Start should be treated as a
preschool program at all, and several state leaders have begun working to
develop a more conventional preschool program. These factors should be
kept in mind in interpreting the graph on page 5 and the list of state
programs on pages 10 and 11 of this report.
