Quality Teachers: Can Incentive Policies Make a Difference?
by Lynn Cornett and Gale Gaines
Can state leaders ensure that every child in every classroom - regardless of
location, grade level or subject area - has a well-prepared, quality teacher?

shortages. Incentive programs are not a new idea in SREB states, and states that
are implementing programs can learn much from pay-for-performance programs of
the past.
