The sluggish economy and other factors are impeding states' ability to fund
teacher pay raises. Competitive salaries often are cited as a way to attract and
retain highly qualified teachers. This paper summarizes the latest on average
salaries, including recent actions to increase teacher pay, incentive pay, and
legislative actions that affect employee benefits.
