With new and better training on observations, administrators improved as instructional leaders and teachers began to receive more instructional support. Scaling support to reach all school leaders proved challenging.

The report offers five insights the agencies and SREB distilled. It spotlights successful programs such as Arkansas’s Quest, Oklahoma’s Regional Stakeholder Advisory Groups, Maryland’s Promising Principals Academy and South Carolina’s system redesign and rollout.
