In November 2014, Governor Bryant released his Executive Budget Recommendation for fiscal year 2016. Under the proposal, state funds for elementary and secondary education would rise 2.1 percent to $2.5 billion; and for community colleges would increase 4.2 percent to $268 million. University system funding would increase 0.5 percent to $665.4 million, though this would include a 7.3 percent increase (to $40.6 million) for student financial aid as well as $2 million to establish a school of public health at Jackson State University.
