The ETC presented a Challenge Coin to Frank Wells and David Couch of the Kentucky Department of Education for their exceptional work in becoming the 1st state to reach the national goal of 100 kb in internet capacity for every K-12 student in Kentucky. Kentucky was the 1st state to connect all its K-12 school districts to the Internet back in 1995, then followed up that work with being the first to achieve the national goal of 100kb per student, while at the same time installing a safe and secure barrier around those students in a way that promotes the proper/efficient use of the internet and the development of good digital citizenship skills.
